Overview
Google's advertiser verification tasks can include questions about an organization, its products or services, advertisements and relationships with other organizations. That means a BOV answer must describe the operating model, not merely repeat a company registration.
When Google cannot verify business operations, its public guidance identifies inconsistency, insufficient relationship information, unclear providers of goods or services and documentation problems as possible issue categories.
The two relationship chains
Operating chain
Advertiser → advertising platform → tracking or intermediary → merchant or checkout → fulfillment → customer
Payment and access chain
Advertiser → agency or payer → Google, plus user or MCC → Ads account
Document these chains separately. Campaign management does not automatically prove ownership. Paying Google does not automatically make a party the merchant. Owning a landing page does not automatically prove who fulfills the product.
Build a claim-to-evidence matrix

Common BOV failure patterns
- Different answers assign the same party different roles.
- A relationship is asserted without naming the other organization.
- Evidence proves identity but not authorization or payment.
- The advertised offer, landing page and described revenue model do not match.
- Direct and mediated relationships are described as if they were the same.
- The response overstates licensing, ownership, fulfillment or customer support authority.
If proof is missing, record the gap, request legitimate evidence or narrow the claim. False information can create serious policy risk.

Before finalizing answers, audit every organization mentioned. Each must have a role, relationship and evidence status. If a relationship cannot be explained in one sentence and one row of a table, it is not ready for a long-form answer.
